ردّ الاتحاد الفيدرالي للمجالس الإسلامية على قرار مجلس الأمن حول غزة: لا سلام يُفرَض من الخارج دون عدالة للشعب الفلسطيني

يُتابع الاتحاد الفيدرالي للمجالس الإسلامية في أستراليا برئاسةةالدكتور راتب جنيد بإهتمامٍ بالغ اعتمادَ مجلس الأمن التابع للأمم المتحدة للقرار الذي يُؤيّد الخطة الأميركية المعروفة بـ«خطة استقرار غزة»، ويُدرك في الوقت ذاته الحاجة الماسّة إلى وقف دائرة العنف التي دمّرت القطاع لما يقارب العامين.

غير أنّ هذا التطوّر، برغم أهميته، يثير مخاوف عميقة حول منهجيته، وأهدافه، وإمكاناته الفعلية في تحقيق سلامٍ عادلٍ ودائم.
غياب الشراكة الفلسطينية بداية الخلل
يرحّب الاتحاد بأي جهد دولي يُسهم في حماية المدنيين ووقف نزيف الدم، إلا أنّ الخطة المطروحة تُجسّد مقاربة متكرّرة طالما فشلت: صياغة حلول فوقية تُفرَض على الشعب الفلسطيني بدل إشراكه بوصفه صاحب الحقّ والقضية.

فالفلسطينيون—الذين عاشوا الحصار، والتجويع، والقصف، والقتل الجماعي، والتهجير—لم يكونوا طرفًا في إعداد هذه الخطة، وقد أعلنت قوى فلسطينية رئيسية ومؤسسات مجتمع مدني رفضها لها لأنها مفروضة لا متفاوض عليها.
وفي هذا السياق يؤكّد رئيس الاتحاد، الدكتور راتب جنيد:

«لا يمكن لأي إطار للسلام أن ينجح ما دام أصحاب المعاناة الفعلية مُستبعدين عن طاولة صنع القرار. التجارب السابقة أثبتت أن غياب العدالة والمحاسبة والدور الفلسطيني الحقيقي يحوّل أي خطة إلى أداة لإدامة الظلم لا لإنهائه.»
تجارب الماضي: مسارات بلا سيادة ولا أمن
لقد أثبت التاريخ القريب أنّ المبادرات التي وُضِعت دون موافقة فلسطينية—من اتفاق أوسلو إلى ما تلاه من «خرائط طريق»—قد فشلت في تحقيق السيادة والأمن، وأسهمت بدلًا من ذلك في إطالة أمد الاحتلال، وتوسيع المستوطنات غير القانونية، وتأجيل استحقاقات العدالة.

إن إعادة إنتاج هذه المقاربة، حتى في ظل الظروف الإنسانية الكارثية الراهنة، يهدّد بتكرار الفشل نفسه.
غياب الثقة في جهة الرعاية
يبدي الاتحاد قلقه من كون الخطة جاءت برعاية إدارةٍ أميركية دعمت إسرائيل سياسيًا وعسكريًا بشكلٍ غير مشروط طوال فترة الإبادة في غزة، بينما أخفق المجتمع الدولي في مساءلة إسرائيل عن انتهاكاتها الجسيمة للقانون الدولي.

ومن ثمّ، يصبح من الصعب إضفاء الثقة على عملية يقودها أطراف تبنّوا موقف المعتدي وتجاهلوا حقوق الضحايا.

وعود فضفاضة حول الدولة الفلسطينية
يشير القرار إلى «مداولات مستقبلية حول الدولة الفلسطينية»، غير أنّ هذه الوعود بقيت غامضة، غير مُلزِمة، ومفتقرة إلى آليات التنفيذ والضمانات، بل تواجه رفضًا صريحًا من الحكومة الإسرائيلية. ويخشى الاتحاد أن تتحوّل هذه الصياغات إلى وعود شكلية تُستَخدم لاحتواء الضغوط الدولية دون إحداث أي تغيير جوهري.

السلام الحقيقي… رؤية قائمة على العدالة
يُجدّد الاتحاد تأكيده أنّ السلام العادل لا يُمكن أن يُفرَض فرضًا، ولا أن يُبنى عبر قوات دولية أو ترتيبات أمنية تُدير «الاستقرار» دون معالجة الأسباب الجذرية للصراع.

ويُشدد على أنّ أي عملية سلام ذات مصداقية يجب أن تقوم على:
• معالجة جذور الصراع: الاحتلال، والحصار، والتهجير، وسياسات الفصل العنصري
• تحقيق تحقيق شامل وشفاف في الإبادة الجماعية خلال العامين الماضيين، مع محاسبة المسؤولين عنها
• الاعتراف بالشعب الفلسطيني بوصفه شريكًا كاملًا في صياغة الحلول لا موضوعًا للإدارة الدولية
• اتخاذ خطوات عملية نحو تحقيق السيادة الفلسطينية، وحقّ تقرير المصير، وحقّ العودة، بما يتسق مع قواعد القانون الدولي
خاتمة
يدعم الاتحاد كل مبادرة دولية تتقدّم بصدق نحو حماية المدنيين وإنهاء المأساة الإنسانية، لكنه يظلّ واضحًا في موقفه:

لا سلام يمكن أن يُكتب له الاستمرار ما لم تكن العدالة والحقوق الفلسطينية في صميم أي تسوية سياسية.

AFIC Responds to UN Security Council Adoption of US Gaza Plan: Peace Cannot Be Imposed Without Justice or Palestinian Consent

The Australian Federation of Islamic Councils notes the passage of the United Nations Security Council resolution endorsing the US-sponsored “Gaza stabilisation” plan and recognises the desperate need for an end to the violence that has devastated Gaza for nearly two years.
However, AFIC approaches this development with deep caution and serious concern.
While any step that halts the killing of civilians is welcome, this proposal risks becoming yet another international process that promises peace while entrenching injustice. The Palestinian people, those who have endured siege, starvation, bombardment, displacement, and genocide, were not partners in shaping this plan. Major Palestinian political bodies and civil society voices have already rejected it because it was imposed on them, not negotiated with them.
“No peace plan can succeed when the people most affected are excluded from the table,” said AFIC President Dr Rateb Jneid. “We have seen this pattern before. Without real justice, accountability, and Palestinian agency, this risks cementing the subjugation of a people who have already suffered more than any community should ever be forced to endure.”
The history of past frameworks, from Oslo to the various “roadmaps”, shows that processes designed without Palestinian consent have consistently failed. They have delivered neither sovereignty nor safety. Instead, they have prolonged occupation, expanded illegal settlements, and deferred justice.
AFIC also notes the highly troubling fact that the plan is being driven by a US administration whose record shows unwavering political and military support for Israel throughout the genocide in Gaza. The international community has repeatedly failed to hold Israel accountable for its violations of international law. It is therefore difficult to place confidence in a process led by those who, until now, have shielded the aggressor and ignored the pleas of the victims.
While the resolution references future discussions on Palestinian statehood, these commitments remain vague, non-binding, and already face open resistance from the Israeli government. Without enforceable timelines, mechanisms, and guarantees, such references risk becoming another hollow promise used to pacify international opinion while the underlying injustice continues.
AFIC emphasises that lasting peace cannot be achieved through imposed arrangements, international forces, or managed “stability” alone. Peace will only be possible when:
• The root causes of the conflict, occupation, blockade, displacement, and apartheid, are addressed
• The genocide of the last two years is fully and transparently investigated, with accountability for perpetrators
• The Palestinian people are recognised as equal partners, not subjects of international management
• Genuine steps are taken to realise Palestinian sovereignty, self-determination, and the right of return, in accordance with international law
AFIC supports all efforts that genuinely advance justice and the protection of civilians but remains clear-eyed: there can be no peace without Palestinian rights at its core.
