الإتحاد الفيدرالي للمجالس الإسلامية في أستراليا: الإعتراف بفلسطين خطوة مرحّب بها لكنّ الاشتراطات وغياب الإجراءات العملية تقوّض أثرها

يُثمن الاتحاد الفيدرالي للمجالس الإسلامية في أستراليا برئاسة دكتور راتب جنيّد إعلان الحكومة الأسترالية اعترافها الرسمي بدولة فلسطين، لتنضم بذلك إلى عدد متزايد من الدول حول العالم التي أقدمت على هذه الخطوة المتأخرة. إنّ هذا الاعتراف يجسّد الحق غير القابل للجدل للشعب الفلسطيني في تقرير مصيره، وهو حق منصوص عليه في القانون الدولي ومؤكد عبر عقود من النضال والتضحية والصمود المستمر.

ومع ذلك، فإنّ هذه الخطوة – على أهميتها – لا تخلو من إشكاليات بالغة الخطورة. إذ إنّ ربط الاعتراف بحق الشعب الفلسطيني بشروط ومعايير تفرضها الحكومات الغربية يُعدّ نهجاً معيباً في جوهره، يعيد إنتاج إطارٍ استعلائي وغير متكافئ يتعامل مع الفلسطينيين كأطراف يجب إدارتها والتحكم فيها، بدلاً من التعامل معهم كشعب له مكانته وكرامته المستحقة. إنّ حق تقرير المصير حق غير قابل للتفاوض، ولا يجوز أن يكون رهناً بما تراه القوى الدولية ملائماً أو مقبولاً من الناحية السياسية، لا سيما وأنّ هذه القوى ذاتها هي التي ساهمت تاريخياً في إدامة ظلم الفلسطينيين.

وقال رئيس الاتحاد د. راتب جنيّد:

“لا يمكن أن يكون هذا الإعتراف مجرد إيماءة رمزية أو محاولة لموازنة المواقف الدبلوماسية. فالإعتراف بلا عدالة ولا كرامة، ولا ضغط فعلي على الطرف الذي يرتكب جرائم حرب يومية، لا يعني شيئاً. إنّ إسرائيل ما زالت تمارس جريمة الإبادة الجماعية في غزة، ولن يوقفها أي إعتراف ما لم يُترجم إلى عقوبات حقيقية وآليات محاسبة جادة.”

ويؤكد الاتحاد أنّ الاعتراف وحده لا يوقف القصف ولا ينهي الحصار ولا يجلب الإغاثة لعشرات الآلاف من المدنيين الجائعين والمهجّرين في غزة. كما أنّه لا يضع حدّاً للتوسع الاستيطاني، ولا لعمليات هدم المنازل، ولا لسياسات التطهير العرقي المستمرة على الأرض الفلسطينية.

وعليه، فإنّ الاتحاد الفيدرالي للمجالس الإسلامية في أستراليا يدعو الحكومة الأسترالية، وجميع الدول التي اعترفت بدولة فلسطين، إلى ما يلي:

فرض عقوبات فورية ومحددة الهدف على الحكومة الإسرائيلية ومؤسستها العسكرية والتنظيمات الاستيطانية المتورطة في جرائم حرب وانتهاكات جسيمة للقانون الدولي.

تعليق كافة أشكال التعاون العسكري والاستخباراتي والدفاعي مع إسرائيل.

الانسحاب من سلاسل توريد الأسلحة التي تساهم في استمرار الاعتداء على المدنيين الفلسطينيين.

دعم المسارات القانونية الدولية عبر المحكمة الجنائية الدولية (ICC) ومحكمة العدل الدولية (ICJ)، والمطالبة بمحاسبة كاملة عن جرائم الحرب والجرائم ضد الإنسانية.

ضمان أن لا يكون الاعتراف خطوة رمزية، بل بدايةً لتحوّل حقيقي في السياسة الخارجية يرتكز على مبادئ العدالة والمساواة واحترام القانون الدولي.

إنّ الاعتراف بدولة فلسطين يجب ألا يتحوّل إلى تسوية سياسية أو بديلاً عن العمل الجاد.

بل ينبغي أن يكون الخطوة الأولى في حملة مستمرة للضغط من أجل إنهاء الإبادة الجماعية، وفرض وقف فوري لإطلاق النار، والدفع نحو عملية سلام قائمة على المساواة والسيادة الحقيقية.

AFIC: Recognition of Palestine is Welcome, but Conditionality and Inaction Undermine Its Impact

The Australian Federation of Islamic Councils (AFIC) acknowledges the Australian Government’s formal recognition of the State of Palestine, joining a growing number of countries across the globe in taking this long-overdue step. This recognition reflects the undeniable right of the Palestinian people to self-determination, a right enshrined in international law and affirmed by decades of struggle, sacrifice, and unwavering resilience.

However, while this move is welcome, it is not without serious concerns.

The decision to place conditions on the Palestinian people’s right to recognition, based on criteria imposed by Western governments, is fundamentally flawed. It reinforces a patronising and unequal framework that continues to treat Palestinians as subjects to be managed rather than a people to be respected. The right to self-determination is not negotiable and cannot be contingent on what is deemed politically convenient or palatable by those who have historically enabled their oppression.

“This cannot be a symbolic gesture or a diplomatic balancing act,” said AFIC President Dr Rateb Jneid. “Recognition means nothing if it does not translate into justice, dignity, and real pressure on the party committing daily war crimes. Israel continues to carry out genocide in Gaza and no act of recognition will stop it unless backed by sanctions and accountability.”

AFIC emphasises that recognition alone will not stop the bombs, end the blockade, or bring relief to the starving and displaced civilians in Gaza. It does not halt the expansion of settlements, the demolition of homes, or the ongoing ethnic cleansing of Palestinian land.

AFIC calls on the Australian Government, and all other nations who have recognised Palestine, to:

• Immediately impose targeted sanctions on the Israeli government, military, and settler organisations responsible for war crimes and breaches of international law

• Suspend all military, intelligence, and defence cooperation with Israel

• Withdraw from arms supply chains that enable the continued assault on Palestinian civilians

• Support international legal action through the ICC and ICJ, and demand full accountability for crimes against humanity

• Ensure recognition is not symbolic, but the beginning of a realignment in foreign policy that centres justice, equality, and international law

The recognition of Palestine must not become a political compromise or a substitute for action. It must be the first step in a sustained campaign of pressure to end the genocide, secure an immediate ceasefire, and bring all parties to a peace process grounded in equality and genuine sovereignty.
